Information reaching me from the right source says arrears will start pouring in tomorrow.The same source told me of the yesterdays salary which finally came to past.This info is from min.of finance.keep hope alive.

FAAC MEETING DELAYED AGAIN BY NNPC

The Nigerian National Petroleum Corporation (NNPC) has been blamed again for holding up the Federation Account Allocation Committee (FAAC) meeting scheduled for Friday, as it failed to remit due revenue into the pool.

The meeting will now take place today.

One of the state Commissioners for Finance, who pleaded anonymity, told NAN that for the second time, the NNPC was late in remitting funds into the Federation Account.

“NNPC is the major cause of all these things. It has not brought in money just like last month.

“Last month, the state governors insisted that the NNPC must bring in money before it later brought out N30 billion from Excess Crude Account (ECA) before the last FAAC could hold.

”Again this month, the CBN and Revenue Mobilization Allocation and Fiscal Commission (RMAFC) said they have not received component statement from NNPC.

”’This indicates that NNPC had not paid money into the Federation Account. Without that money we have to wait till tomorrow for FAAC meeting to hold.

“If the component statement is sent from NNPC, it will take about six hours before the stakeholders can go through it” the commissioner said.

President Muhammadu Buhari last month urged all state governors to utilise the balance of 50 per cent Paris Club refund to settle unpaid salaries owed workers before Christmas.

To remove any hitches, he directed the CBN, Ministry of Finance, and the Budget Office of the Federation to work out how the outstanding fund would be paid before 2017 ends.

The payment began in December 2016 with the release of about N522.74 billion to all 36 states in the first tranche of the Paris Club refund.

The federal government later in July 2017, released N243.8 billion as second tranche.

The funds were released following protests by states against over deductions for external debt service between 1995 and 2002.

The Federation Account Allocation Committee (FAAC) has distributed N609.95 billion to Federal, States and Local Government as revenue generated in November.

This is N77.25 billion more than what they shared in October, Mr. Ahmed Idris, the Accountant-General of the Federation said.

The distribution is also timely as it will enable states and local councils to pay workers ahead of Christmas, in the opinion of the Chairman, Commissioners of Finance Forum, Mr Mahmoud Yunusa.

Idris said that after the cost of collection deductions by FIRS, Customs and DPR, the Federal Government received N248.2 billion, representing 52.68 per cent; the states got N125.9 billion, representing 26.72 per cent and the 774 local councils received N97.06 billion, amounting to 20.60 per cent.

According to Idris, oil producing states got N54.48 billion, which represents the derivation share of 13 per cent.

He said that the country generated N356.07 billion as mineral revenue and N193.46 billion as non-mineral revenue in November, both showing improvements over the earnings in October.

Mineral revenue increased by N38.78 billion, while non-oil mineral revenue also jumped by N68.65 billion.

Idris said that oil revenue continues to be negatively impacted by low production due to poor maintenance, sabotage and the Force Majeure declared at Bonny Terminal.

He said that the balance in the Excess Crude Account (ECA) as at Dec. 15 remained $2.317 billion. He also put the balance in the Excess Petroleum Profit Tax account, at $133 million.

Idris said the Federation Account has received instruction from the National Economic Council that $1billion be removed from ECA to fight Boko Haram.

“The instruction has been given. But there is a process before money is taken out of an account. So unless that withdrawal is made, the balance remains the same.

“On what the money will be used for, the appropriate institution will have to give you that, namely the military, who are the ones that will utilise the money, and they know their needs.

On why the money is being taken from the ECA, Idris said everyone should know that it is a savings account and ordinarily should have been distributed to the three tiers of government.

“So if the same owners decide that part of it should be utilised to secure the country, to secure the system, to make the system work and provide security for life and property, I don’t think it should be an issue.

“If the Governor of Ekiti state has a problem with that, he should have made his position known to his forum, which is the Governor’s Forum.

“His dissension should not come to me on the pages of newspapers. He is entitled to whatever, but it should be directed to the appropriate place,” he said.

MYNATION NEWS – Latest update as the Federal Government on Saturday confirmed the release of the final tranche of the Paris Club refund to 27 state governments.

Meanwhile the Director, Home Finance, Federal Ministry of Finance, Mrs Siyanbola Olubunmi, confirmed the release of the fund to the 27 states while speaking at the end of the Federation Account Allocation Committee meeting held at the headquarters of the ministry of finance.

She said about ten other states have yet to be paid by the ministry, adding that payments to them was being delayed by some processes.

Olubunmi who did not provide the amount that was paid said as soon as the processes were sorted out, the fund would be released to the states.

It was reported that payments to some states may be delayed as a result of a suit filed by the consultant engaged by the Nigerian Governors Forum.

The Federal Government had in July released the second tranche of N243.79bn, bringing the amount so far disbursed to states as refund under the Paris Club loan to N760.17bn.

A breakdown of the amount showed that five states received the highest amount of N10bn each.

The states are Akwa Ibom, Bayelsa, Delta, Kano, and Rivers.

The total amount of N50bn received by these five states represents 20.5 per cent of the entire amount released under the second tranche.

With this development, if Wike is a good man he would have paid us the 13th month salary or give every civil servant in the state the sum of #20,000. as Christmas bonus. But this man will not do it, he prefer given millions to the already rich and well to do politicians who will help him to rig election.
God is watching him in 3D screen, even the watchdog is also watching.

As the refund is hitting the state account, let the state equal send the money to hit our account, via February/ March 2016 arrears and 2015 March arrear salaries/ December 2017 salary.

What do you think 13th month salary is? Your 13th month salary is your basic salary excluding all allowances which is not up to #25000 as a teacher. Is that too much for a state to pay its workers? Is Enugu State richer than Rivers State?.

I am almost being labeled a rebel for suggesting retirees get their statutory income. I am not insinuating that if I am given 13th month, I would return it. I would thank God. however, I still think pensioner's statutory income should take precedence over any bonus payment. let's face it, the current retirees where once like us, agitating for 13th month, while the then pensioners where left to fight for themselves. today, they are retirees, neglected by active Civil servants and Govt generally....... we too, would retire one day and our students, would replace us as the active civil servants and bother less about our plight, if we repeat what our predecessors did.

Do not put your trust in min. of fin. We have been through this initially, make nobody go development BP for Govt. matter. What must be must be. Zero your mind,if dem pay na God win. WOW!!! this vacation don enter gear ONE....if alert show this week,i go spend in PERCENTAGE period.

my brother, go back and read my post more carefully, there is nowhere I said the government shouldnt pay pensioners, instead what I said was, this is enough money to pay both pensioners and workers, plus our Christmas bonus/ 13th month. Good morning

My phone battery is fully charged. Am eagerly waiting for my 2016 February arrear salary with that of March 2015 unpaid arrear salary, together with this December salary, and if end of the year bonus follows it, that will be nice.
May God grant our heart desire, by making Governor to pay our arrears salary with December salary this end of the year.
