Nothing stops government agency on environment from planting trees along the roads, middle of double lane roads and even at roundabouts...

For real now, is Owerri the only place in Imo state? Can government look into constructing inner roads in the rural communities outside Owerri? Let the local communities have well tarred roads linking them together. Nothing as beautiful as driving on tarred roads to your hometown...
