Recently,it is on record that the delta state present administration under the leadership of  governor Emmanuel Eweta Uduaghan, is the only administration in the whole west Africa that invest more on human capital development. These are but a few of the human capital development programs on going.
 
1) Scholarship scheme
2) Micro credit scheme
3) Increasing transportation sector
4) Free  health care program
5) Employment of over 3000 persons into civil service

 Insight on the above named programs;

* Scholarship scheme:It is on record that the state government spend about N1 billion Naria yearly on scholarship  programs in different categories.

* First class scholarship worth N5,000,000 per annual.
* Student Special assistance Scheme worth N20,000,paid yearly for those whose CGPA is up to 2.2.
 (3) Student Special assistance scheme to physically challenge persons in different categories.
* Primary school - N20,000   per session
* Secondary school- N30,000 per session
* Higher institution- N50,000    per session
(4) Local scholarship scheme,for under 1graduate,Masters,and Phd.
* Under graduates - N100,000 per session
* Masters                - N 200,000 per session
* Phd                          - N300,000 per session 
* Student who made 2.1 - N3,000,000 per session
   And other forms of Scholarship for  children of deceased  civil servant, medical and law students.
 These programs are in line with the human capital development programs,to assist and encourage delta state students in the state,but series of questions are raised by some persons  in the state as regards these  programs.

Questions raised on scholarship programs:
1) How does these program increase the economy of the state?
2) Does these funds gets to those qualified students?
3) Are the  physically challenge students within the state and other tertiary institutions aware of  these on going programs?

* Transportation sector: Over  N1 billion was spent on the transportation sector this year.
Early this year,over 101 buses were giving out by the state government to assist the urban and rural areas. And it's on record that delta state has the largest numbers of government mass transit in Nigeria. Also just some weeks back,the governor gave out  1,250 tricycles, in accordance to the recent ban of okada. The governor also subsidised  the cost of the tricycles to N150,000 as against the actual cost of  N400,000. The governor,also gave priority to instalmental payment after a flat deposit of N50,000. Also the purchase of macapolo buses,speed boats are also part of the scheme.

Questions raised on Transportation projects:
1) Are those in the rural areas benefitting from the scheme as purposed by the governor?
2) Are there good roads for these tricycles,buses,macapolo,to apply on?
3) Are those  buses,tricycles, macapolo,given to the okada men or to politicians loyalist?

* Micro Credit Scheme : In recent time, huge amount  was invested on micro credit sector,to assist the farmers,petty traders,and youths.

Questions raised on the micro credit scheme; 
1) Does these program improve agricultural  development  in the state?
2) Are the youths truly benefiting from this scheme?
3) Those in the rural areas are they aware of these programs?

* Free health care program: The governor as a  medical doctor, invest more on health care programs. It is on record that delta state has the largest number of paid doctors in public hospitals. Pregnant women receive free maternal care, and the health care of her child from 0-5 years is been taking care of by the state government. This is of the view, to  catch them young to enable the child look sound,  healthy, and intelligent pending when he is of age to  benefit from the scholarship   programs. Research were carried out that some people were unable to perform excellently in school due to poor  medical care from 0-5years old. The governor as a medical doctor took note of this, and that led to the introduction of  free maternal care scheme.

Questions raised on Health care program;
1) Are they public hospitals in the rural areas?
2) If there is,are they  medical equipment to harness these  free Health care programs?
3) Are those  doctors,who are highly paid available in these public hospitals?
 
These are questions raised by different individuals in the state,some were answered by meaningful deltans through the medium of the newspapers,television,Internet,etc. But In all, people still criticize the government daily because some of these programs do not cut across the rural areas. The farmer in the rural area who does not have access to the Internet,has a local standy to criticize  the government because he/she is not aware of these meaningful programs. In the earlies and till date, town cries are in good position to convey informations to the rural areas,but today technology has improved development in  the urban areas and brought neglect to the rural areas. This is beacause the government and other sectors neglect the important of the town cries in various communities. Information is power,and when the people are not informed,they stand out to  criticize good governance.

Advice to the state government ;
* The government should seek the opinion of community leaders on their immediate need, before drawing out yearly budgets. Not top civil servant,or politician coming up with a projects which are not in line with the immediate need of the people.

* The government should invest more on  rural areas, because these are people who feeds the state with agricultural  products. Is a  fact that the praise of good governance starts from the rural areas.

* For effective communication of information to the rural areas,the governor should come up with a body, which will also be a way of employment in the state to sensitize and bring to the notice of step of thosein the rural areas the on going programs. Since these persons don't have access to these informations. Democracy is by the people and for the people irrespective of their statues.

* The government should set up a monitoring group,and the  duty of these group is to see to it that these  projects gets  down to the rural areas.

So far this administration scored 90 percent in human capital development,and 10percent in information sector.
