To make it clear, this will make it illegal to unlock carrier-locked phones without the permission of your carrier. This doesn't apply to devices that start unlocked like many verizon LTE devices, like the verizon i phone 5 and the verizon HTC windows phone 8X, or T-mobile devices like nexus 4.

it is legal to unlock mobile phones although you are supposed to contact the network for a code, there is a charge for this if it is within a certain time period which differs from network to network, but it is free if you have been with the network longer than the period required. You cal also get it unlocked from certain site , i I have personally bought the code here http://www.theunlockarena.com/supported-phones/rs13wp7/ and unlocked my mobile. . It is because they have good reviews on most of the mobile phone forums. I got my phone unlocked successfully from that website. I think their codes don't fail.
