I find the meme that suggests Acts 2:21 and Romans 10:13 contradict other Bible passages such as Matthew 7:21 and Acts 2:39 to be quite interesting. Let's put each verse out there and see if there is a contradiction, as suggested.

Acts 2:21: "And it shall come to pass that everyone who calls on the name of the Lord shall be saved."

Romans 10:13: "For 'everyone who calls on the name of the Lord will be saved.'"

Matthew 7:21: "Not everyone who says to me, 'Lord, Lord' will enter the kingdom of heaven, but the one who does the will of my Father who is in heaven."

Acts 2:39: "For the promise is for you and for your children and for all who are far off, everyone whom the Lord our God calls to Himself."

Acts 2:21 and Romans 10:13 are both a direct quote from Joel 2:32, so they can be taken as saying the exact same thing. To best understand what these verses mean, a further reading of the context that these verses are found in is needed. With the Acts 2:21 and Romans 10:13 verses saying the same thing and being taken together, the context that best contains an explanation of these verses is found earlier in Romans 10, precisely at verse 9 which says "because, if you confess with your mouth that Jesus is Lord and believe in your heart that God raised Him from the dead, you will be saved." So, if confessing that Jesus is Lord and believing that God raised Him from the dead is what makes one saved, then that is what is meant by the phrase "call on the name of the Lord" in Acts 2:21 and Romans 10:13.

As for the supposed contradiction with Matthew 7:21, a further look at the context of that passage will help. The direct context is Matthew 7:21-23, which I will leave for your own reading. What can be said here is that the context of this verse is Jesus Himself teaching the crowd, in the Sermon on the Mount, about the Day of Judgment, when Christ returns at the Last Days (see Revelation 20 and 21 for a description of this event). Jesus is talking here of people who have done great works, supposedly in His name, that are cast out of His presence in the end. There is reference in this passage to the confessing with the mouth of Jesus being Lord by these people, but no reference made that these people believed in their heart that He was raised from the dead, so this verse does not contain any reference to the "call on the name of Lord" of either Acts 2:21 or Romans 10:13.

Acts 2:39 is in the same context as the previously mentioned Acts 2:21, where the Apostle Peter has used the previously mentioned verse 21 as a springboard to talk about the need for these people to confess with their mouth that Jesus is Lord and believe in their heart that God raised Him from the dead, and says that this message is freely available to everyone who will hear. Reading beyond Romans 10:13, you will find that it is impossible to call on someone whom you do not believe in and you cannot believe in something you have never heard about. So it is that everyone who hears about who Jesus is, confesses with their mouth that He is Lord and believes in their heart that God raised Him from the dead will be saved.

So you can see, instead of contradicting each other, these verses all say the same thing. Confess with your mouth that this Jesus whom you have heard about is Lord and believe in your heart that God has indeed raised Him from the dead and you will be saved.
