You may need to know that desktop and laptop are going. More and more people are now using mobile devices to access the internet. And you said that only serious clients are those that browse with desktop. Funny. I am not talking about creating m.yourwebsite.com and then use a script to detect when the user is using moblie phone. Nobody is doing that again because you will have to do it to every single mobile devices in the world that keep having varying width, which is impossible. Open this website in your desktop: http://www.starbucks.com and see the mega menu. Then open it with your phone and see how responsive it is, yet you will not be redirected to a mobile site. Or check this one am working on: http://www.ctrlshiftstudios.com/learn. Open it in any device, it will respond properly without having a horizontal scroll bar and you will not been redirected anywhere. CSS media queries help you serve one website to your clients using any device without redirecting them.

But like you said, RWD is a personal choice. But it has become one of the parameters of checking whether a website is professional. That is why, most premium WP templates are responsive.
