Judging by the words you type, it's obvious understanding is a challenge to you. Here, my first post says games are already been released (if u like argue with Wikipedia, na u know)while others are still in development stage, which means developers are still trying to put finishing touches to their codes while others are already having trials on some machine somewhere. Playstation network is an open platform for registered game developers so long as u meet the criteria.
FYI, preorder does not mean the games are not been shipped, they are and only available 4 sale on particular date.

Get some insights here. It's profitable to learn than argue all day.
