Since the first day of any Hebrew month depends on the sighting of the first tiny sliver of the next waxing moon following a new moon, no-one man knows exactly when Rosh HaShanah will begin until the next waxing moon is sighted by at least 3 Individuals,

Every other feast day occurs on the average half way into the month which is after the sighting of a new moon

Rosh hashanna AKA FEAST OF TRUMPETS IS THE ONLY FEAST DAY THAT STARTS ON THE 1ST DAY OF THE MONTH

HENCE WHY NO MAN KNOWS THE EXACT DAY IN ADVANCE

Symbolically this means no one man can call for the trumpet on rosh hashanna it takes AT LEAST 3 FAITHFULL WITNESSESS to proclaim the sighting of the new moon befor the high priest could allow the trumpets to be blown.
