By watching many African movies, I notice that there are Chief's everywhere. What is a Chief? How do you become one? What rules must you follow?

Is this some variation of politics? Please nairalanders, enlighten me.

While I do commend you for being inquisitive (Nigeria wise), you should try google every now and then.

You don't have to keep creating threads for something you can easily find on google.
