It's normal, I believe what you meant was
"You can either continue or start a new application"
"Return to login page"

So it's normal, just click the first options and it takes you straight to payment page.

Since the last year's application was not submitted, well you should continue with it, just make sure you indicate Fall 2015 as preferred start term, you will be fine.
