There is hope for the Bakassi natives as the Independent National Electoral Commission (INEC) concluded arrangements to deploy officials in the displaced community to enable them exercise their franchise in the 2015 general elections.The distribution of Permanent Voter’s Cards (PVC) and Continuous Voter Registration (CVR) exercise, which begins today across all the 194, 000 registration areas in 186 wards of the 17 Local Government Areas of Cross River State, will also be conducted in Day Springs Islands 1and 2 and at resettlement centres of Bakassi.
The distribution of PVC which takes place from today till August 17, would be followed by the CVR exercise from August 20 to 25.

In February 2011 governorship re-run in the state, Bakassi people were dis-enfranchised due to litigations at the Federal High Court in Calabar over the resettlement issue.

Briefing newsmen in Calabar on the INEC’s preparedness, Resident Electoral Commissioner (REC) for the state, Mr. Mike Igini, allayed the fears of the Bakassi returnees over their possible exclusion for the exercise. He said the Bakassi electorates would have the opportunity of registering for the new PVC once in their life-time. “It is incontrovertible that in 2011, INEC conducted voters’ exercise at resettlement centre, Day Spring I and II and Qua Islands of Bakassi. Issues must be separated. Only on February 25, 2011, re-election was conducted at Akpabuyo because of a court case and that was the only time.

“We assure that the PVC of Bakassi are duly printed, sorted out and ready for distribution. The VCR would also be conducted in those areas. I, therefore, appeal to all interested parties to come to terms with reality and take part in the exercise,” he stated.

Igini said: “The PVC is a smartcard identity that contains the bio-data of all persons who are qualified to register. It has the biometrics and facial image. It has security features that make it impossible for it to be replicated. With the PVC, we have come to an end of poll malpractices PVC is a life-time registration.

“There is room for replacement in future, but I want to strongly advise that it should be securely kept. This is a treasured identity; keep it in a very safe place. For the purpose of PVC collection, the public should know that no card can be collected by proxy,” he said, adding that it is an offence to sell or buy PVC.
