You are getting that because your browser cannot parse php code without a webserver. The right way to access your projects on xamp is through http://localhost.

For this very project it is http://localhost/play/form.html



Ensure apache server is started in your xamp control panel before running it.
In a nutshell do not open files directly on the browser by double clicking them.

Exactly as Duacore1 said it, as an addition check if the post is set before accessing the $_POST array values, give your submit button a name and use it to check if your form is actually sending values to the test.php script. In test.php type the below code

if(isset($_POST['submit_form'])){

/* where 'submit_form' is the name of your submit button*/

echo $_POST['submit_form']'


}
?>

once a webserver engine is on, the above script will run and you will access other values likewise
