In other words, any one that hoists any flag as a symbol of another agitated 'NON EXISTING' country in the territory of the FEDERAL REPUBLIC OF NIGERIA should be arrested, tried, and punished according to the laws of the land. Nigeria remains one federation, and anyone agitating for another country should do so according to laws.
