The Question is did Obama wait for 4 months before making Nomination.

Ignoramus, what the General said is on point. again nothing up there suggests that he was comparing NOMINATIONS of US president to his (as stated by u) instead he was making reference to when Obama had the pleasure of having his FULL cabinet ready to rock and roll with him. He went further to say that despite not having them, governance in those departments did not seize.
