Well, I have no particular idea about that area but my submission would be based on assumption because the Governor (what is that his name again?) has just won a case on electoral petition recently and I believe that with good relationship between him and State NYSC could force him to resume payment of allawee if the State had stopped paying b4.

Majority of the the places here are towns and can serve as nice ppa for CMs.
Places like Ughelli, Sapele, Warri, Eku, Agbarho, Asaba, Kwale, etc.
Now I live in Ughelli and i can authoritatively tell u that as a CMs. U wud enjoy the electricity here.
Also accomodation is ok and there are cool places to hangout.
As for those who wud love to serve in the oil city of Warri. Well life in Warri is more expensive than the others. Also Warri has the largest concertration of industries in the whole of delta state.
And if u love shopping then u can visit shoprite in effrun. Other nice places in Warri are:Jakpa, Ekpan, airport road, Refinery road, Bendel estate(for the ajebutters), etc.
I hope this can help a bit.

Now the the chioce of this two states would depend on what u want as an individual.
Life in Rivers state to me is more expensive.
