From what i see, there are drainage on both sides of the road. But, the problem here is the housing. The houses are not well planned, and are blocking the drainage route.

You call those primitive open gutters ''good drainage''. Well, your problem is clearly lack of exposure. For your information, in this day and age, NOWHERE ON EARTH are roads built with open gutters which people like you call ''good drainage''.
