Honestly, those who "regret" living in 1st world countries are typically illegal immigrants.
Those who left a relatively decent life in Nigeria with a "we go hustle am anyhow" mindset.

You can only get by with being paid peanuts "under the table" for so long, before realizing life as an illegal isn't worth it.

For citizens and legal permanent residents (green card holder) who aren't lazy or criminals, I doubt "regret" is a term on the radar.
I've only spoken as a U.S citizen, so the sentiments/conditions could be totally different in other places.
Particularly non-English speaking countries.

Not regret per se, but wish some things could be better. Only if people can connect more, share bonds as human and not feel socially secluded.

Its worse if you are old, epsecially if you have no offspring. I curiously involve in a heart-to-heart discussion with aged people in parks and many have expressed how they feel like to have been ostracized from the society. That they suddenly becomes invincible to the society while your pet (dog or cat) becomes your best friend. Unfortunately, some resort to alcohol, cigarettes and drugs to compensate for this.

Even your children and grandchildren would visit you less often, probably once a year in most cases and if they will have to go out, their route are predictable and revolves within the destination of going to the supermarket, park or maybe church if religious. Their only means of subsistence are pensions and governmental social support. Spending your old life watching tv becomes corny and boring, until the day the imminent of ''being late'' happens. Some express regrets of not embedding their footprints on the sand of times while some derive a deep sense of fulfilment by being digitally-immortal due to their contributions to the success of their country.
