Reaching out to the opposition is a normal politics that has to be played.

The opposition could use some very minute excuse(not even remotely close to corruption eg little misunderstanding on the CV can be used as an excuse) to disqualify the candidates but the Presidency has to guide against such by reaching out to them.

These is different from the Senators demanding that the President submits the full list which is not provided in the constitution.

IT IS COMPULSORY THAT BUHARI MUST APPOINT AT LEAST 36 MINISTERS, ONE PER STATE OF THE FEDERATION.

It is you that should not say what you don't know.

Here is what the constitution says

Chapter 6. Part 1. Section 147. Ministers of federal Government

(1) There shall be such offices of Ministers of the Government of the Federation as may be established by the President. (May not must)

(2) Any appointment to the office of Minister of the Government of the Federation shall, if the nomination of any person to such office is confirmed by the Senate, be made by the President.

(3) Any appointment under subsection (2) of this section by the President shall be in conformity with the provisions of section 14(3) of this Constitution:- provided that in giving effect to the provisions aforesaid the President shall appoint at least one Minister from each State, who shall be an indigene of such State.

(4) Where a member of the National Assembly or of a House of Assembly is appointed as Minister of the Government of the Federation, he shall be deemed to have resigned his membership of the National Assembly or of the House of Assembly on his taking the oath of office as Minister.

(5) No person shall be appointed as a Minister of the Government of the Federation unless he is qualified for election as a member of the House of Representatives.

(6) An appointment to any of the offices aforesaid shall be deemed to have been made where no return has been received from the Senate within twenty-one working days of the receipt of nomination by the Senate.

See the No.6: if the Senate does nothing on the list within 21days, then the people would become automatic ministers.

Remember it is 5 working days already, next week tuesday will make it 10.

Tell me how many of them actually utilise the licenses, they in turn contract it out to major oil coys like folorunsho alakija did with chevron on the agbami oil field& danjuma did with Agip.

Minus the relationship to the govt of the day, what other criteria was used for the awards?

“Even if it means writing the Economic and Financial Crimes Commission (EFCC) or Independent Corrupt Practices Commission (ICPC) to give us a report, we will do so.”


According to him, screening is not a tea party and only trusted nominees with serious and in-depth knowledge would be confirmed.

On the issue of usual style of asking some nominees to ‘take a bow and go,’ Ohuabunwa said it was assumed that the upper chamber would be guided by the Constitution and the rules of the Senate

2. The PSC regime clearly states that the FG is the OWNER of all Oil and Gas assets. Producing communities and by extension states are other stakeholders. In a PSC arrangement government is the owner of all assets including the one you put on ground
3. Who told you companies have zero technical expertise Please educate us and name the companies that have zero technical expertise.
The question of what is fair is relative. First off, the Federal government offer licenses for take either in bid rounds or discretionary awards. In bid-round it's a case of winner takes it. You outbid your opponents, you get the license. In discretionary awards a lot come into play. Yes ex-heads of states, government officials and friends are given these licenses, but not free of charge. These people then go look for foreign partners.
4. In the industry, you cannot even operate the license if you don't have the expertise and war-chest. Many of these OPLs are lying there for over a decade because the owners cannot secure the requisite investments to explore not to talk of development and production. Imagine if you're to invest $100m in exploration and you find nothing. This explains the foreign investors presence.
5. Your Alakija angle just sparks naivety on your part. Even before she came into the scene, many indigenous producers had partnered with multinationals on working equity basis. This is the fastest way to develop an asset at a relatively quicker means and will not put a huge debt burden on you. Besides banks are slow to fund exploration exercise. So if banks wont fund exploration, is it not better to solicit the assistance of the multinationals who have the resources and experience?
6. If you want to know what criteria was used for award of license, you need to go to the NNPC website and read it up. Yes some friends of the government get the license and it cuts across all tribes.

I never claimed to be a pipeline engineer neither did I present myself as being oil & gas savvy, but I read (which 90% of Nigerians doneven bother to) & keep abreast of current trends & events, so using technical terms does not negate the question I asked you..

OPL OML jv assets, whatever you say, two things are well known..

1. The licences are only awarded to cronies of the government of the day & done in utmost secrecy. it never gets in the public domain till it becomes a source of controversy..

2.The list of oil block licenses we've seen are filled with majority northeners & until another is brought out to counter that, that is the official List...

There are crops of young & vibrant biz ppl who can assemble consortium of investors to bid on these licenses but for the naija factor of [/b]man know man & political patronage...[/b]

Did you notice the quoted below?

On the issue of usual style of asking some nominees to ‘take a bow and go,’ Ohuabunwa said it was assumed that the upper chamber would be guided by the Constitution and the rules of the Senate.

“We have resolved to be stringent. Whosoever would be coming should be someone who has a track record. Being a former lawmaker shows you are qualified but you will still be expected to answer some questions,” he stated.

He added that though senators or governors may not have made input in the nomination, the screening would nevertheless be done in accordance with the laws of the federation.

“We may not have made input in the appointment, the screening would be done in accordance with the law and if any nominee has any skeleton in his cupboard, we will send him back to the President,” he said.

Speaking on a report that the President might want to be the Minister of Petroleum, Ohuabunwa said: “He can supervise ministries but cannot be a minister because if he is, he must be screened and approved by the Senate.”

The Chairman of the Senate Ad-hoc Committee on Publicity, Senator Dino Melaye had said that the screening of ministerial nominees will not be business as usual.

Dino had said: “In our screening of ministers, it will not be business as usual. The era of take a bow and go is over. The right people will be made ministers without any political or religious considerations.”

"14(3) of this Constitution:- provided that in giving effect to the provisions aforesaid the President shall appoint at least one Minister from each State, who shall be an indigene of such State."


Again, incase you don't know what the. 'shall' means here, consult a lawyer.

Speak no more over what you are not sure.

1. Has the president said he won't appoint ministers for the remaining states? NO.

2. Has he submitted two names for one state? NO.

Then what has these section you quoted got to do with the call for submission of complete list.

If truly you know your law like you claim, you will know that the "shall" that you quote up there will be rendered useless if the President decides not to appoint Ministers.

Now sit down and let me educate you because am sure you won't understand what I wrote up there.

By the "may" in the Section 1 of that chapter of the constitution, the President has been given the power/liberty to either choose to appoint Ministers or choose not to.

If he choose to appoint Ministers that is when Sections 2-6 and subsequently Section14(3) and your "shall" will become useful.

If he chooses not to appoint Ministers, Section 2-6 and subsequently Section14(3) together with your "shall" will become useless

now with this lesson go back to my initial post, read again and regurgitate on it.

Some Senators are so dumb that you wonder how they got their SSCE. How can you say you want to screen a person that has been screened by millions of Nigerians and has been deemed fit and qualified to preside over them? Can we now say we can equate PDP and Dumbness? Na wa oo! One thing am sure of is that no one of them can dare PMB.

There is a difference between a President and Petroleum Minister. With Nigeria's example, anyone can be the President, but for Minister, it should be technical. You don't do 'on-the-job training' when you are a minister.
