Why is it that it is insult alone some of you can contribute when important issues concerning the governance of Nigeria is discussed? What "breeze don blow for foul nyash"? What has happened, for anyone who can read and comprehend what is written, is that the Buhari government has been forced to defend itself from accusations of impropriety by garrulous yet ignorant mischief-makers like Fayose, Melaye et al. It is obviously important to all well-meaning Nigerians that the Buhari government officially clear the air and establish that it did not sign the 1% fee agreement with SystemSpecs.

Should the Buhari government sit around twiddling its thumbs while the likes of Fayose goes around winding Nigerians up by asking the govt to declare who "owns Remita" when that is not even relevant given that it was the outgoing PDP government that drafted in SystemSpecs (the owner of Remita) and signed the 1% fee arrangement with it? Also should Buhari remain silent while the likes of Melaye imply that the 1% fee is too high without acknowledging that the GEJ government agreed to that amount with the only options open to the Buhari Govt probably being a renegotiation of the fee at expiration of agreement term or outright cancellation if such is possible? Finally, why is Melaye going around stating that one company made N25 billion from TSA Remita deal when that is not true?

Jonathan signed the agreement and the Buhari government can only review or cancel such when/if able to do so. It is not everything we should be partial over. Sometimes things are crystal clear enough for us to see/defend what is right or wrong.

I bet you clearly know that d Jonathan administration halts d system spec d truth is we are so sectional dat anything raise by PDP is wrong leaving d content of an issue to attack d party are we saying dat before dis so called 1% was implemented der ws no reviews frm dis current administration we are so quick to trying to sustain d saintliness of Buhari while Jonathan is d devils incarnate

You are getting it wrong the 1% charge is to be shared btween three parties
1.systemspecs 50%
2.central bank 10%
3.all commercial banks involved 40%

i will put a figure to this if i can get the link to the letter written to mr president by systemspec
Thank you 4 splitting it out, ppl re just talking about remita forgetting dat CBN, banks also get their share of d 1%, am sure after d splitting a reasonable amount of money will acrue to remita. But I see issues in the 8th Senate, corrupt senators trying to claim innocence, trying to make us think dey re clean. Dino has helped in putting out a propaganda just becos he's not careful enough to gather information about the real situation on ground.

For God's sake Dino is a Senator of the federal Republic, an indepedent arm of government that is armed with checkmating the excesses of the Executive arm. If as a Senetor he over-looks a seemingly suspected fraud against the treasury of the Nation in the name of fellow party member, then the survival of this country will be in danger. Dino is not fighting President Buhari, rather he is fighting corruption. He raised the alarm to notify the populace he is representing of the illegal transaction going on. If not because of Dino alarm, System Specs wouldn't have returned the #8.6 Billion they deducted. We are in a democratic system for crying out loud; everything about the government must be transparent, and not shrewded in secrecy.
If he's really check mating he shld come up with facts and figures, do his assignment properly before coming to the media to make such grave statement tantamount to a propaganda against d present administration. Indeed. Is it too much to ask Melaye, a serving Senator, to be sure of his fact before going public with such? If Melaye is performing oversight duty, even if his figure is off by many billions, then what is Fayose doing by asking the Government to reveal the owner of Remita? look at the thug governor in his element below only to now stand disgraced since we know that no one company took the entire 1% fee, as alleged by Melaye and fayose, to then make N25 billion. The 1% fee is shared between SystemSpecs (0.5%) , Commercial banks (0.4%) and the CBN (0.1%). These guys are giving leadership a bad name.

http://authorityngr.com/2015/11/Fayose-to-FG--Tell-Nigerians-owners-of-REMITA/

Ekiti State Governor, Ayodele Fayose, has challenged the Federal Government to unmask the owners of REMITA, a consultancy company which allegedly collected N25 billion fee in a day for transferring N2.5 trillion to the Treasury Single Account (TSA) on behalf of the government.

The governor said on Sunday that he would not attend the meeting called by the Federal Government with state governors on the TSA because his administration is not interested in the TSA policy, describing it as fraud against Nigerians by the All Progressives Congress (APC) led Federal Government.

In a press statement issued on Sunday by his Special Assistant on Public Communications and the New Media, Mr. Lere Olayinka, the governor asked the Federal Government to rather "remove the veil on the face of REMITA so that Nigerians can know the real owners through whom the All Progressives Congress (APC) is siphoning Nigeria's money to fund Kogi and Bayelsa states' governorship elections."

He continued: "From all intent and purposes, this TSA policy is aimed at recouping money spent on the last general elections by the APC, as well as raise money for future elections, especially the Kogi and Bayelsa states' gubernatorial polls.

"It is also meant to enrich some individuals for doing virtually nothing and that can be seen from the discovery of N25 billion that already accrued to just a single company in one day!

"How can the Federal Government justify a transaction in which a single company gets one per cent, amounting to N25 billion in one day?
"In this economic situation that Nigeria is, shouldn't the one per cent commission have been negotiated downward to like 0.1 per cent which would have reduced the N25 billion to N2.5 billion?

"Even manufacturing companies, with thousands of employees don't make N25 billion profit in a month. Therefore, what Nigerians are expecting from the Federal Government is explanation on the alleged N25 billion scam already associated with the operation of the TSA, instead of calling state governors to a meeting that is aimed at imposing the TSA policy on the states," he said.

Fayose, who insisted that he would not attend the Federal Government's meeting with the governors on the TSA, said that the Federal Government cannot force its policies on states that are federating units in the Nigerian Federation.

this is just a smoke screen to cover their main objective which is to either scuttle TSA or find a way to exclude national assembly accounts from the TSA so that they can continue with their corrupt tendencies

OK! now you're are beginning to sound hyper-ridiculous and obviously have no clue about what this whole discussion is about.

Last time I checked this discussion is about why the government should spend a huge amount of money as commission when they can spend less of that amount in purchasing a similar Software. So, let me ask you, do you support the government to continue paying commission for eternity or they should just buy one?

How many times will you be told this is a payment system and not just a "software" ?

https://en.wikipedia.org/wiki/Payment_system

A payment system is any system used to settle financial transactions through the transfer of monetary value, and includes the institutions, instruments, people, rules, procedures, standards, and technologies that make such an exchange possible

We still have alot to learn in this country as youth. Don't you know, those software company make their money from contract base,
e.g.
Microsoft - Selling their window softer (license) per system, Intel - to other company base on contract agreement.

Google (Googleplay) - they only allow andriod phones base on contract agreement, Blackberry 10 series is not authorised to use the market. Blackberry is using Amazon.

Even some Applications we are using on our phones, computers are we not paying for it based on agreement. Larger percent are renewable yearly.

Corruption, deceit, mistrust and partisanship have become so entrenched in us to the extent that it is very difficult to believe anybody or take any information without doubt. We have become so blind- folded that we don't view and react to issues objectively again. We appear to have lost hope and faith in Nigeria. We have adopted LAMENTATION as our middle name! Every day we move from one controversy to no another. WE NO DEY TIRED? Every Nigerian is now a commentator/consultant on issues he or she is less informed. But for those who are always ready to work against peace and prosperity of our potentially great country, the good Lord Who sets the boundary of every nation will shut them out of favour.

1. Why should the government spend such a huge amount of money is a complicated question but worth answering. The government was indeed spending way much more before the advent of TSA. PMB's government had written to Systemspecs that considering the extension the scope of the project, they called first for a return of all monies collected and for a downward review

2. Recall that GEJ signed the contract, which in itself is not bad. What the GEJ government did not forsee was that a contract of this nature had an expanded scope.

3. Saying Remita software can be purchased for 5k at computer village, gives you away as very naive. I can understand you probably do not know about softwares and nature of software contracts. Remita is not a software on CD/DVD. It is a solution hosted on SystemSpecs platform and offered to the world as service. So your question of if government should just "buy" the Remita is most absurd

Indications have emerged debunking recent media reports that former President Goodluck Jonathan was responsible for signing the contract with SystemSpecs, the owners of Remita software, which is currently being used for the implementation of President Muhammadu Buhari’s proposed Treasury Single Account (TSA)

The media reports comes on the heels of revelations that at least N25 billion have been paid to SystemSpecs, amounting to 1% of all monies remitted to the TSA.

According to investigations by the Hope For Nigeria group, Mallam Umar Sani, the former Senior Special Adviser to former Vice President Namadi Sambo availed that the immediate past government never signed any agreement with SystemSpec.

He said: “The government as at that time began the implementation of TSA through the Government Integrated Financial Management Information System (GIFMIS), a World Bank assisted Project domiciled in the Office of the Accountant General of the Federation and it is through GIFMIS that all government Budget (Personnel, Overhead, Capital, Transfers etc) transactions are carried out, so why do they need Remitta?

“I can categorically tell you that it is the new Accountant General, Mallam Ahmed Idris, that put forward the Remitta proposal, but some other Directors led by the Director, Funds (Dikwa) vehemently opposed it on the grounds that government cannot have more than one payment platform and instead of using Remita to implement TSA, GIFMIS should be used”.

Also speaking on the issue, an official at the Federal Ministry of Finance who spoke on the condition of anonymity said that the “outrageous” agreement with SystemSpec on the use of REMITA software as a payment platform has nothing to do former President Goodluck Jonathan, as they did not sign any agreement.

Also speaking to the group on Friday, November 13, 2015, an official of the Central Bank of Nigeria (CBN) availed that the apex bank has its own bespoke software for e-Payments and e-Collections, adding that there is no need for the use of REMITA.
