What he has done to always be on the news is because of the Arms scandal which he is alledged to be involve in it

His connection with Bubu is that during Ebele goodluck Jonathan tenure, he saw to it that all former heads of state received their entitlements, and according to him, Bubu received not only Suv car but also $300,000 which Bubu has openly denied that he only received D so called Car. Thanks
