BRT: Lagos Govt Terminates Agreement With Operator by tolexy007(m): 3:23pm On Jan 07, 2016
The Lagos State Government has terminated operations of the first BRT cooperative run by the National Union of Road Transport Workers from the Mile12 to CMS BRT corridor with immediate effect.

This is contained in a statement signed by the state’s Commissioner for Transportation, Dr. Dayo Mobereola, on Thursday in Lagos.

“The termination of the franchise agreement with the operator is sequel to breaches of the BRT operations Service Level Agreement it signed with the state government, despite years of discussions and engagement to ensure SLA was adhered to.

“Though the SLA requires a one month notice prior to its termination, the Lagos Metropolitan Area Transport Authority, custodian of the agreement, had indeed given a three-month notice which the operator failed to honour,” he said.

The commissioner said the government’s decision had been communicated to the operator on Thursday.
Mobereola said the decision was premised on the inability of the operator to offer good public transport services to commuters on the all-important BRT corridor.

According to him, this has led to incessant complaints by members of the public over poor services provided by the operator.

He said that the state government was against the non-operation of stipulated frequency schedules and operation of buses below 50 per cent fleet capacity contrary to the agreement.

Mobereola said that the breaches which the operator had indulged in and failed to remedy despite being notified prompted the government’s decision.

“The state government on September 29, 2015 served the operator with a notice of termination of the franchise of the agreement.

“The operator pleaded for time to be able to identify other corridors and remove all its buses from the depot, a commitment it failed to uphold,” he said.

Mobereola said the notice of termination of franchise agreement was followed by series of meetings where government maintained its position on the need for the operator to vacate the corridor.

The state government granted NURTW a franchise in order to maintain peace (remember that NURTW touts destroyed City Buses in 2001 because they thought that the City Buses were meant to replace danfos and molues).

The NURTW members did not keep to the terms of the franchise agreement (they basically converted the buses to danfos and molues).

The government obviously had to terminate the agreement, but the question is, would NURTW touts resort to destroying Lagbuses?

Truth be told, the buses and their services has really be a grt embarrassment to Nig and Lag!

Their Buses and Services of recent has be so shameful and poor!

U need to take a drive to their bus stops and see pains and sufferings Lagosians who has tickets faces on a daily basis!

Remember, those Blue buses were a source of pride when the romance just started so how come they couldn't build on their earlier standard they set for themselves?

Black man with poor managerial skill!

Beef everywhere. Former LAMATA Chairman is now the Commissioner of Transport in Lagos using his influence to terminate other bus operators means of livelihood.

Very pathetic.
Mek them no forget say new air condition buses will one day turn old.

Breach of agreement indeed .

Because light rail is operating abi how will the people move with LEAST impact on traffic jam aka gridlock that is getting worse daily
Tinubu/Fashola/Ambode what did you do with our taxes, federal allocation, loans, ECA, levies, rates etc?

Firefire:
Fellow Nairalanders, in response to Fashola comments below on not receiving enough support from the federal government to complete the Lagos light rail project.

"Fashola said all over the world, when cities and states build municipal rails like what Lagos is doing, their central governments support them morally and financially"

https://www.nairaland.com/2120455/cant-complete-lagos-light-rail

Few months ago same Fashola said this:

Lagos: How We Spent N160bn World Bank Loan on Light Rail Project

The Lagos State Government yesterday justified the N160 billion it borrowed from the World Bank, noting that the fund was channelled to finance its light rail (blue line) project.

However, the state government expressed disappointment at the progress of the project, which it said, was not executed as smoothly as possible, but was optimistic of its completion.

The state Governor, Mr. Babatunde Fashola, said this shortly after inspecting the light rail terminus at the Orile-Iganmu part of the state alongside some members of the state executive council.

Speaking with journalists, Fashola said the project would have been completed in another 12 months despite that the project execution was not as smooth and speedy as he wanted it.

The governor raised questions on the intention of the federal government for publishing the state debt profile in the recent time, wondering what could have informed the decision to make it public.

He said: “I think it was the Debt Management Office of the federal government that published the report that we have a debt of about N160billion. I do not know the intent of the publication.

“But if it was to inform the public, I think we have always kept the public informed anytime we borrow money. If there are other intentions behind that, only those who make the publication would know what the intentions are.

“But you see, when people talk about debt of a state like Lagos, they forget that after Nigeria, South Africa, Egypt and one other country, we have the fifth largest economy in Africa.

“When you are talking of about a billion naira debt to a population of over 21 million people; because if you are measuring the debt, you also have to measure the responsibility. Those are the things people keep in isolation.”

He, therefore, explained that the state government already “has in place, strategies to repay the loan. The federal government was in the know of the state’s decision to take the bond and it approved it.”

He added that the truth “is that what they do not also say is that no state in Nigeria can borrow money outside, from any multilateral agencies without the approval of the federal government.

“What they did not say is that they approved it. No state can raise money by bond the way we have done without the federal government’s approval. Both SEC and NSE are all federal regulatory agencies through which we must pass. If they said okay, it means there must be something good about the debt.

“Our rating as a state is the same as that of the Federal Republic of Nigeria, BB minus-stable with a positive outlook. We are the only state in Nigeria that has that rating. The first bond that was taken during my first tenure has been paid; the first tranche has been paid.

“I think the second tranche will be settled around 2016 or 2017. We are already making provisions. The provisions that will be there will be in excess of what is needed,” the governor said

Fashola expressed satisfaction on the progress of the light rail project, though decried the petty delay that was encountered as a result funding, saying the project would have should have been completed in another 12 months.
