its not about the university he went to but the primary/ secondary school he attended..
nobody will teach you how to speak good english in the university except for english and related courses

blame his primary/secondary school

i have a friend that came out with first class in elect/elect engineering but he cant speak correct grammar
it was the secondary school he went to that affected him
because he wasn't tutored well

so we should stop putting the blame on innocent universities
the only exception is when you study english/linguistics in school and you cant speak well....toor then we can criticise the university
buh then it might be the student that didn't just wanna learn
anyways
