Conventional war can still be carried out by insurgents. It is just a tactic and does mean insurgents can't fight conventional battles. His point probably is that boko haram doesn't have the strength or supplies to fight the military anymore in pitch battles and have switch permanently to guerrilla tactics ( not gorilla lol)

The guy was just thinking of nailing the president thinking he's suppose to be perfect always not knowing he himself is committing a blunder in the course of accusing another. He doesn't know the president read from documents vetted by people who went to reputable schools in the world the accuser might not be able to attend in his lifetime. To me, the president logic and stand are expansively correct but don't know how true it's in reality to the letter.

The failure of Boko Haram was fighting a CONVENTIONAL war against the Nigerian Army. They were seizing towns and villages using fast vehicles. That is conventional warfare.
They seized more than five LGAs and declared a Republic. That is conventional warfare and that is why they are losing because they cannot beat a conventional force like the NA at that. They became vulnerable to airstrikes and cutting of lines of supply
The president was merely stating the obvious which has been discussed extensively in knowledgeable circles in Nigeria.
It behoves you to research things well and study before posting on line.
