Among the measures agreed there are proposals to

Denying automatic free movement rights to nationals of a country outside the EU who marry an EU national, as part of measures to tackle "sham" marriages. There are also new powers to exclude people believed to be a security risk - even if they have no previous convictions.

No going to the UK or EU to marry oyinbo for an easy life!
Where the UK leads other countries will soon follow.
When Mr Trump becomes president of the USA thing will get tight there as well.

The U.K. is barking on the wrong tree, as far EU citizens and their non-eu families members are concerned.

The freedom of movement that EU citizens and their non EU families members enjoy is not a privilege to be validated or a right that is given by the U.K, the U.K. (Just as every other EU member states) is only confirming it, a pre-existing right, a right that is conferred by the EU directives. The ukba knows this.

When it comes to marriage of convenience, the U.K. can only intercept when it has not yet occurred, but after that, the onus is on them to prove it's a sham which is difficult.
