Buhari is right with his economic policies so far.
The dollar account of every importer is suppose fund the import needs that importer.
The reason we are suffering from FG dwindling Dollar reserve is because Nigerians have been net consumers for too long, if you are truly productive and reasonably competitive, you ought to sell some of your products and services to the dollar market to earn dollar(your own dollar reserve) and buy whatever you need with it. Buhari can't subsidize every toothpick, rice, stock fish, iced fish, clothing fabric, mascara, toothpaste, noodle, DSTV subscription transaction with virtually non-existent Dollar that isn't his fault. For even offering to give hard earned Dollar out at a low rate to importers of certain items is a plus from his govt. If, as a business person your end product interfaces with the global market and you are truly productive and competitive on global standard, then earn your own dollar. What we are paying for today isn't really oil earning reduction but lack of productivity and global competitveness in time past. Buhari is still the best hand for the Job. The last admin was eyeing increase in VAT, cancelling of Amnesty, Sales of More parastatals. These are last resort of any nation bereft of ideas to run its economy, it is like a man who decides to stop having a security guard(amnesty withdrawal), sell his core assets/capital like his clothes, tools, or vehicle/machines(NNPC privatisation etc), and increase what he charges for his service which hasn't improved (increased VAT) in order to continue feeding, paying his DSTV bills etc saying he is better than the man who is decides to be productive to meet his needs by doing same to buy a car he can start driving to make money. The difference is clear between Buhari's productiveness based policies and the past govts consumption based policies.

The next action(s) should be from you and I. We should go fund our dollar craving by offering goods and services to the Dollar market. Most people are depending on govt. to make them billioniares. The govt is there to give us a condusive playing feild to enable us express ourselves economically and not subsidize DSTV, rice, flour, iced fish, toothpick, and clothes with Dollar meant to build Power plants, Power transmission lines, railway, schools, health structure and industries.
