While addressing a Cross section of the Nigerian Community during his ongoing state visit to the Kingdom of Saudi Arabia, president Buhari reinstated his resolve to have any govt official(s) found culpable in the ignominious infractions and distortions that characterize the 2016 Appropriation Bill tagged "Budget of Change" severely punished. This statement coming from the horse's mouth if not for anything, lays credence to the fact that the Budget was indeed padded.

However, Nigerians have every cause to worry about the display of apparent mischief from the office of the Minister of Information and Culture, Lai Mohammed who has developed penchant for twisting facts while defending his APC-led government. We can recall how the minister during an interview granted penultimate week, vehemently denied the claim of padding in the Budget and this raises question on the integrity of some of our govt functionaries who will rather go above board to defend their office and/or subject other than upholding the oath of defending the constituting of the Federal Republic of Nigeria. Aside the National Assembly officials that raised dust on the 2016 Budget anomalies, virtually every Nigerian who has followed events in the last two months is aware of the massive gaffs in the document.

From the above, one is compelled to ask the following questions;

1. Why do we consistently have conflicting statements from govt officials in Buhari's adminstration?

2. Is there an interface of information sharing and alignment among govt officials before coming to the press to inform Nigerians?

3. Was there a deliberate effort by Lai Mohamned to continually deceive the citizens in an attempt to shield the presidency from public scrutiny?

4. Is Lai Mohammed still seeing himself
as the mouthpiece of APC as against working for the interest of all and sundry?

5. Can Nigerians ever take the Information Minister for his words anytime he speaks about national issues?

6. And most importantly, is President Buhari firmly in control of his govt going by the spate of embarrassment suffered as a result of his subjects' goofs?

I have always wondered at the same thing. Buhari has supposedly been upset about the budget fiasco and has gone as far as sacking the former Dg of the Budget office and replaced him with another. Ministers are on record to have denied certain aspects of their budgets in the course of defense, Lai Moh'd himself inclusive.

With all of these Lai comes to say there was no padding because it did not exceed 6.08 Trillion Naira. So where is the disconnect from? How does he even defend that stance about not exceeding the said amount? Was there an agreement that this amount must be expended beyond which it is then padded? Is the budget not supposed to be an estimate of expenditure requirements?

So how can Lai explain this statement by his principal that those who tampered with the budget will be dealt with? What is his explanation for using the DG of the Budget office as the scapegoat for this mess of a budget we are currently faced with?

The Minister of Information and Culture, Alhaji Lai Mohammed, said on Saturday said that the 2016 budget was not padded because the total figure voted for all ministries had not exceeded N6.08 trillion.
Briefing newsmen in Lagos, he said: “The total for every ministry has remained exactly the same as what was submitted to the National Assembly.

“A lot has been said about the budget. Let make clear that nobody can ever accuse this government of padding any budget.
“The total of all ministries put together has not exceeded N6.08 trillion that was submitted. It is factually incorrect to say that the budget was padded.
“This is the first time in the history of this country that a government will embark what is called zero based budget.
“Before now, the budget system was what was called an enveloped system. In an envelope system, there is no justification as to why we need N30 billion for a structure.’’
“This year, we decide that every ministry must have a zero based budget. In other word, you must justify and explain why you need N100 billion.
“This is very good system, the soft ware for it was also very different. The personnel were not used to it,’’
“Now, in the process we got to National Assembly. What the ministers do is to have a broad overview of the budget. The template used by the Budget Office is uniform for all ministers.’’
The minister also said exports, balance of trade, Gross Domestic Product were responsible for currency appreciation and depreciation.
“Before now we use to sell crude for about 100 dollar per barrel which means if we produce two million barrels per day, you have something in the region of 200 million dollar less the expenditure of production and others.
“But today for the same two million barrels, you have less than 60 million dollar less the cost of production.’’
“Clearly if your major source of exchange is crude and it has gone down from 100 per cent, you have lost 70 per cent of your source.
“Secondly, if your balance of trade is surplus, in other word, if you export more than you import, then you are going to have less money to settle other countries.
“What the government is doing is to ensure that the little resources we have are properly managed. Part of decision we took was Treasury Single Account.
“Others include blocking all sort form of corruption and diversify economy so that we can get foreign exchange for other sources,’’ he said.

See another misconception this administration has disseminated against all facts present in the Budget.

Why is information minister contradicting Auditor General on this known fact?
