Based in port Harcourt and I need a supplier of polyester fiber in bulk. I can't seem to find a place to buy in PH.

Yes I mean so. But I don't think it is necessary. It Can be gotten cheaply from lagos.

I do need to get a supplier outside PH cos so far I haven't seen anywhere it's sold here but I have no plans of importing

They sell such things there. The name might be different, reason you have to go with a sample.
