Today the whole world imports items from China and world powers go to China to produce different items for them; this wasn't the case 20 years ago.

That shows you're not properly guided about Nigeria's system of government. All security and defence outfits are controlled by the Federal governments; Police, Army,Navy and all others. It is the duty of the Federal govt to provide for them. So anything a governor is. Giving to them is a donation and not a duty!
