Overall Responsibilities
The Technical Advisor for HIV/AIDS Prevention and OVC will strengthen the capacity of LMS client organizations in Nigeria to provide high-quality services in the communities where they are working, with support from PEPFAR. LMS is a USAID-funded program of Management Sciences for Health (MSH), a private non-profit international health organization. The LMS Program assists organizations to effectively lead and manage their own programs to achieve widespread improvements in health.

The Technical Advisor will support PEPFAR-funded civil society organizations (CSOs) in applying proven practices for the delivery of quality prevention and OVC services. Technical assistance in prevention will focus on abstinence and be-faithful strategies, as well as other prevention methods (e.g. condom usage for high-risk groups); assistance in OVC care will encompass the full range of psychosocial and material needs, with OVC participation in defining those needs. The Technical Advisor will take the lead in meeting the project’s PEPFAR targets and will integrate his/her work into LMS Nigeria’s overall capacity building plan for the CSOs.

The candidate will have extensive experience working in Nigeria; specialized training and experience in HIV/AIDS prevention and OVC care and a strong track record in technical assistance to non-governmental organizations (NGOs), faith based organizations (FBOs), and community based organizations (CBOs). Familiarity with the expectations and demands of USAID/USG, particularly PEPFAR, are also central to the Technical Advisor’s success.

The OVC and Prevention Technical Advisor will report to the Senior Technical Advisor and will work closely with her, as well as with other colleagues in LMS Nigeria’s Abuja office. S/he will support the effective operation of the Nigeria team by contributing to workplanning, monitoring and evaluation, and communications with internal and external stakeholders. The Technical Advisor will demonstrate impeccable professional ethics, and will be aware of and adhere to MSH’s procurement integrity standards in all activities.


Specific Responsibilities
1. Provide technical support to LMS Nigeria’s client organizations in OVC care and prevention activities, in order to strengthen their capacity to implement and scale up:
a. effective abstinence and be-faithful HIV/AIDS prevention programs;
b. effective programs using other HIV/AIDS prevention strategies with high-risk groups;
c. effective care and support programs specifically related to orphans and vulnerable children, when appropriate;
d. effective linkages with other HIV/AIDS services, such as HIV/AIDs treatment sites, palliative or home-based care, and TB service delivery sites.

2. With the Senior Technical Advisor, assist clients in designing, monitoring, and evaluating prevention and OVC activities.

3. Contribute to LMS Nigeria’s overall technical assistance strategy, especially in meeting PEPFAR goals and guidelines and strengthening the CSOs.

4. Build and manage productive professional relationships with key stakeholders, and fulfill identified needs of clients and other parties. (vague?)

5. Communicate with clients and USAID/USG, and other external parties as requested, including contributing to written reports and/or presentations.

6. Identify and work with health and development professionals, larger NGOs, and training institutions that can also provide technical assistance to LMS Nigeria’s CSO clients.

7. Prepare internal reports and/or communications as needed.

8. Process requests for contracts or short-term technical assistance and handle all administrative details (e.g., expense reports, timesheets, travel requests), in a timely manner.

9. Work with the Senior Technical Advisor to identify opportunities to expand LMS Nigeria’s impact through new client engagement.

10. Remain informed on current issues and best practices and contribute to LMS lessons learned in AB, other prevention and OVC activities.

11. Perform other duties as assigned by the Senior Technical Advisor.


Qualifications
1. Post-graduate degree (MPH, MD, MSW, MPA, Med. or other relevant degree) with 5-8 years experience in the public and/or private health sectors.

2. Minimum of four years experience in a senior position providing technical assistance to NGOs, CBOs, and FBOs in HIV/AIDS prevention and OVC.

3. Strong demonstrated track record working in a USAID/USG/ PEPFAR environment.

4. Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV/AIDS.

5. Ability to work well with other members of the LMS team and to contribute to compatibility among project staff, subcontractors, and recipients of assistance.

6. Excellent written, oral, and interpersonal English-language communication skills. Fluency in one or more Nigerian languages is preferred.

7. Frequent local travel in Nigeria and familiarity with varied geographic, ethnic, and cultural environments.
