Job summary: The Manager, Finance and Administration will provide direction, supervision, guidance and management for the full array of administrative/financial systems and personnel in regard to finances, human resources, procurement, fixed assets, transport, travel and other administrative services in support of the objectives and goals of Malaria grants managed through the Yakubu Gowon Centre.


The position is located in Abuja, Nigeria and will report to the Director.


Responsibilities:
ü Oversee and coordinate financial and administrative systems and personnel.
ü Assist the Director in managing the financial, administrative and contractual issues of the projects in collaboration with project partners.
ü Coordinate with the Global Fund(GF)/Local Fund Agents, Country Coordinating Mechanism, Principal Recipients and Sub Recipients, to ensure appropriate financial and administrative management.
ü Communicate/advise Senior Management regularly on financial status of the project and funds availability for project activities.
ü Provide monthly financial reports and other reports as needed to Senior Management, home office and partners.
ü Ensure the development and establishment of a sound financial management system and procedures in compliance with Global Fund requirements.
ü Ensure transparency, accountability and effective use of financial resources and assets; Ensure timely budgeting, management and reporting of finances.
ü Ensure the effective implementation of financial policies and procedures.
ü Ensure development and implementation of administrative and personnel systems in the central office.
ü Provide oversight of procurement of equipment and commodities in compliance with YGC and donor regulations and procedures.
ü Responsible for coordinating the review and processing of monthly field accounts, performing required monthly reconciliations, and compiling monthly submissions.
ü Providing feedback on issues and corrections to the field account data; ensuring that corrections and corrective actions are taken.
ü Working with, and training, the field-based financial staff in ensuring the implementation of YGC policies, procedures and standard accounting practices.
ü Overall responsibility for reviewing and processing cash flow requests.
ü Ensure that accounting and payment procedures are in compliance with GF policies.
ü Overall Responsibilities for all issues related to field office human resources; this includes development of hiring letters, and input/feedback on personnel issues, Oversight of the management of the field office inventory lists for all projects.
ü Provide leadership and guidance for the administrative tasks in the Centre including personnel management.
ü Support the Network Administrator to determine the IT needs and resources for the office and to ensure that these resources are effectively managed.
ü Any other additional tasks as required by the Director.


Specification:
ü Bachelor's degree and 10 years experience in accounting and/or financial management.
ü Professional accounting qualification (CPA, CA, ACCA, CIMA) is required. Masters Degree in Business Administration (desirable).
ü Financial management including accounting, budgeting and financial analysis in the context of grants funded by development partners.
ü General administrative, human resources management skills.
ü Excellent organizational, communication, and interpersonal skills.
ü Knowledge of computer based accounting packages (especially Pastel) and Microsoft applications.
ü Excellent English communications skills, both verbal and written.
ü Excellent team-work and team-building skills.
ü Minimum of five years field-based management experience.
ü Experience in cross-cultural work environments.
