Is hitting the frame of the goal classed on target in your view or off target.

Please someone should clarify me on this.

A ball is said to be on target when it comes straight to the four-corners of the goal post other than that is off target...

Yes still off target. Just the same way that intended crosses manage to swerve and enter the goal is not counted as shot
