The Federal Executive Council (FEC) yesterday approved a comprehensive reform of Nigeria’s tertiary education system, scrapping the award of the Higher National Diploma (HND) by the nation’s polytechnics.

In effect, the award of the HND will be limited to only the students currently admitted for the programmes.

Also, all the programmes currently being run by the polytechnics, which are not technology-based, and which are about 70 per cent, will be scrapped.

Under the new rule, the polytechnics will now become campuses of the proximate universities with the Vice Chancellors of those universities appointing provosts for the polytechnics, subject to the ratification of the Universities Councils.

The polytechnics will now be limited to award of the National Diploma (ND) while those desirous of further education will be awarded the Bachelor of Technology (B. Tech) by the proximate university.

To kick-start the new policy, the nation’s two most prominent polytechnics – Yaba College of Technology and Kaduna Polytechnic – will henceforth be known as City University of Technology, Yaba and City University of Technology, Kaduna.

And to give legal teeth to these approvals, the FEC approved the submission of two Executive bills to the National Assembly for enactment into law.

With education being on the concurrent list, the states may wish to consolidate their tertiary institutions. But if they do not wish to follow the federal example, their programmes will continue to be regulated by the relevant agencies of the Federal Ministry of Education.
The first bill will concretise the setting up of the two city universities while the second will approve the preparation and consolidation of all federal polytechnics and colleges of education as campuses of proximate universities.

The Ministry of Justice will do the preparation and submission of the two bills to the National Assembly.

Minister of Education, Mall. Adamu, told journalists after the weekly meeting of the council that under the reform measures, her ministry would, however, continue to licence private polytechnics and colleges of education for the award of qualification at ND and National Certificate in Education (NCE) levels.

She said: “There will be no more award of HND.

After we have exhausted the current students under the programme, there will be no more award of HND. This means that there will be no fresh admission for HND programmes. And in addition, any programme that is not technical will be out of the polytechnics. About 70 per cent of polytechnic graduates are in the non-technical courses. It is going to be a rigorous implementation programme.”

A ministerial committee to ensure the smooth implementation of all that is required for the take-off of the reform initiatives is to begin work immediately.

Mall. Adamu said: “The HND certificate will remain a legal tender in Nigeria and holders of such certificate will continue to be recognised as the equivalent of first degree holders without discriminatory remunerations and limit to progression in the work place.

The NCE certificate will be retained as the minimum teaching qualification at the basic level of education. Any higher qualifications by
these private or state-owned polytechnics will be only affiliation with a university. So, HND is no longer in existence, but existing HND will be respected and considered legal tender.”

The council also approved the Federal Government’s formal take-over of the Waziri Umaru Polytechnic, Birnin Kebbi, which will be the College of Technology campus of the Othman Dan Fodio University, Sokoto, as well as the Hussein Adamu Polytechnic, Kazaure, Bauchi, which will be a College of Technology of the proximate university in the state.

Also, the Alvan Ikoku College of Education, Owerri, Imo State, has been taken over as a campus of the Federal University of Technology, Owerri.

A state that had never had any federal institution, like Bayelsa, is to have a College of Technology as a campus of the College of Technology of the University of Port Harcourt.

The government should take the next steps in order to complete the revolution in our educational system in order to lay the foundation on which Nigeria will stand to catch up with other advanced nations.



STEPS TO TAKE.

1) Place Technologists on equal footing with Scientists and Engineers. Therefore award BTech in our Polytechnics which should then be a 5year course
2) Polytechnics curriculum and teaching pattern should be changed from Engineering format to Technological format.
3) The Technological format should focus on
a= How existing technologies are produced and how they work in each field of study.
b= What to consider or watch out for in order to make new Engineering Designs Practicable if necessary with the knowledge of existing technologies and changes to original designs when the impracticability of the design becomes clear in the course of bringing that design into reality.

PLS NOTE : It is one thing to design and another thing for that design to be practicable (work in reality). For this reason, final product might be different from the original Engineering Design.


4) Polytechnics should be stopped from using the terms Engineering because there are Technological oriented. Example

Mechanical Technology, Chemical Technology, Electrical/Electronic Technology, Civil Technology, Agricultural Technology, Computer Technology, Environmental Technology, etc are terms they should be forced to use.

Therefore a graduate of YabaTech should not say he is a Mechanical Engineer but rather he should say he is Mechanical Technologist.

With the knowledge of how existing technologies are produced and how they work, the graduates of polytechnics will be able to reproduced existing technologies and sell. The most successful ones can then receive private and public investments to grow to an international technological businesses.

This will lead to proliferation of indigenous industries which in turn will create more jobs and wealth.

The FG should instruct the polytechnics or Technological colleges to teach those seeking to acquire BTech,

1) How existing Technologies are produced

2) How existing Technologies work

3) What to watch out for or consider in order to make an engineering design workable or practicable.

4) Use real and animated videos through projectors to teach the students theoretically as pertaining points 1 - 3

5) The students should then be tasked to construct what they have learnt for the Semester.

6) Each student should then pick from what they have been taught theoretically and fabricate or construct or reproduced it.

7) By the time the students are through in 5 years which contains 10 semesters, each student should have constructed or fabricated or reproduced 10 technological products in his field of study.


If the government can do these 7 things, Nigeria will catch up with other nations in few years to come.

Apart from the school of medicine, most university degrees and departments are antiquated,not fit purpose and useless to the Nigerian society.
The medical sciences remain relevant because, a major chunk is practical oriented( something you cannot say about others degrees).It is therefore easier for them to plug in straight into the job market with the prerequisite skills.
This is something you cannot say about other degrees. What is needed is an hybrid of the polytechnic and university system in all institution of higher leaening. An hybrid of theory/ practical with emphasis on research.
For example, a friend's final year project in a university in the USA was to write a controller program for a wind mill. Wind speed sensors rev/minutes and all.

The problem is not Practical or Theory but in which specialized area of knowledge

There is Engineering Theory and Practical Knowledge

And also

There is Engineering Theory and Practical Knowledge

You sound like one who has not gone through school.Ever since you were born till date,have you heard that polytechnics offers pharmacy and likes as a course? Before you draw your analogies ,please verify your facts before displaying your ignorance online. You are an engineer,tell me one thing you can manufacture with the aid of your B.Engr education ? Nothing ,so instead of here lamenting about equating ,you should think of a way of seeing this an an opportunity to worker harder and netter yourself, since you are afraid HND holders in Engineering will take away your much coveted job.

Outside of the little Nigerian bubble, even craftsmen are called engineers nowadays
You wonder why those oil companies send plumbers over to Nigeria to boss the so -called university and polytechnic graduates.
Most inventions come from the labs of big business. The rest come from the few geniuses in the university system.
The masses of people are just push-button people. Just sit at your desk and push this button all day long . No major skill required. Skills that can be acquired outside the tertiary education system.
Heck, the builders in yorubaland in 1930 are better than those there today.

A welding engineer (which must be a B.Engr holder)
A welding technologist (atleast a HND holder or B.Engr)
A welding technician (atleast ond holder)
Welding supervisor
Welder... This people who arranged engineering like this are no fools
