Dubai ruler, Sheikh Mohammed Bin Rashid Al Maktoum was shocked beyond words when he paid a surprise visit to the government office and met it empty.

According to a video footage shared on social media by Khalifa Saeed‎ and also posted by the Government’s media team, the Sheikh was seen walking into empty offices which should have been occupied by top officials in the government owned facility.
