Am using a Lumia Phone and I have many apps that allow me view my work even when data is off .. I have the one for php,javascript,html and CSS and also compiler that allows me build a full website on my phone with html, css, JavaScript... Don't know if this apps are in play store since am using a windows phone... Sha lemme list them so that you check the available ones..

If yes then you've not downloaded the right one...
.
But test the compiler with the language you mention to see if it works...
