I hope that this particular Nigerian man is also paying his TAXES.
His state governor should ensure the IRS people investigate his income tax returns to verify if it reflects enough money to buy a N15 million gift.
Otherwise he needs to be JAILED sharperly as they do in those places where we like to run to as under employed voluntary slaves.
