Serious countries have taken into consideration the study and ubdertaken of engaging specialist in the field of Occupational hazards, risks and safety coined as OHRS.
Pity our country Nigeria, assume such is generally unnecessary. Except in blue chip companies like the oil sector and perhaps power also.

Basically in construction, OHRS, SHEQ is a must have before tenders or contracts are granted as they are mandate and part of pre-requisite for contract consideration.

Op, to answer your question, contractors must have or designate a trained and certified personnel specifically in SHEQ, OHRS to supervise amd manage risks and safety issues in construction.That is his/her portfolio and answerable to accident ( hopefully none) issues on site.

Hire a project manager

Risks may come from any aspect of construction at any time of the process. It's important that you identify those risks well in advance. Get people who have experience in construction - owners, builders, even work men - consult with them and develop your risk register.

Risks are not always bad either. There are good risks - opportunities, and bad risks - threats. Ask yourself what are the things that could go right or wrong but aren't necessarily a given.

You want to treat your threats by -

transfer: making someone else own the risk by paying a fixed fee at no extra cost to you if the risk eventually comes up. Eg insurance, fixed contracts, or monitoring your project by turn key

Avoidance: eliminating the risk by removing the risky process entirely where it is not necessary. Or buy most of your material in advance, if you have free storage room, to avoid fluctuation of prices. Avoiding construction in the rainy season to avoid delays due to bad weather. Etc

Mitigation: for processes that are 'high risk', ensure you use the most experienced hands. Do not try to save cost only to end up paying a lot on repair and workarounds


Opportunities, you want to exploit. They may include sales promos, freebies etc.


For some risks, you can decide to have no plan and decide to deal with them when they arise (acceptance). Therefore you should put aside a contingency cash reserve (as well as time reserve). This caters to residual and unforeseen risks. That way, you have in effect dealt with them in advance. If they do not arise and their timing has past (eg a risk in foundation did not arise and you've gone on to roofing level) then you have that money back. But if they do arise, you have the fund to deal with them immediately without causing delays that may result in further risks.

Watch your risks to see which ones become critical, know the timing (when to expect their occurrence), assess their impact to see where they should rank on your list.

OP to minimize site hazards, ensure you have a good Civil Engineer on site who is site safety compliant. All construction workers must wear protective covering ranging from gloves overalls helmets etc. Ensure that their is a site safety manual strategically displayed on site 4 all to see. Monitor artesans strictly cos they are much more less safety conscious. Avoid engaging foremen as site engineers all in d name of cutting cost.
If it is a medium or large scale project engage the services of a project manager.

During a three week training for a Safety Management Officer role at CBMI (Sinoma) Construction Company, i experienced occupational health and safety, environmental management and risk management. In addition, my conceptual and analytical skills when assessing technical issues and ability to demonstrate independent judgment were proven.
