I have an RX300 which could not communicate with any scanner.
All efforts to link the brain box by various experts in ibadan here proved abortive.
What could have gone wrong

If your obd2 port cannot communicate with any obd2 scanner then you have a communication issue with the diagnostics port.
Check the following standard pin voltage integrity :
Pin 16 -Battery voltage
Pin 4&5-Ground.
and the rest 14 pins will require the wiring diagram to sort those out.
If you need a expert for repair of the diagnostics ports ,call autologic @08061166316.

If the port is fine, the engine ecu might have issues. Try replacing the engine ECU and rescan.

Are you sure ibadan rewires haven't done conversion of ecu on your car?
