The House of Representatives is seeking to compel the president and governors to nominate their ministers and commissioners within 30 days of being sworn in.

The bill to accommodate the proposal was sponsored by Solomon Adaelu (PDP, Abia).
He said Sections 147 and 192 of the 1999 Constitution were not clear on the deadline for nominating cabinet members.

Adaelu said: “The amendment is necessary to impose a constitutional time limit for the president to present his nominated ministers and their portfolios to the Senate. Preferably, a 30-day time limit would be ideal for the president to settle down to make his nominations.”

He said the need to amend the constitution was also important to ensure that governance was not slowed by the absence of ministers or commissioners.

According to him, aspiring candidates in the developed climes had a clear idea of their cabinet before assumption of office.

“This practice should be constitutionally mandated in the country to improve the efficiency of governance after an election.

“The experience in 2015 where it took the president four months to forward nominated ministers to the legislature resulted in a serious setback in governance,” he said.

Adaelu expressed worry that if the constitution was not amended, it could adversely affect the handling of pressing national issues.

He also canvassed the portfolios of nominated ministers and commissioners to be attached when they are sent to the legislature for screening.

This, he said, would reduce the incidents of putting round pegs in square holes which had been the bane of governance in the country.

“The discretion of the president to assign people to whatever departments he deemed fit after they had been screened was unhealthy for the nation, ”he said

Speaker Yakubu Dogara referred the bill to a special ad-hoc committee on constitution review.

This is more like a misplaced priority by Nigerian Legislathieves. How does this affect the common on the streets or reveive our economy? So for Hon Adaelu(abia pdp)'s mind he sponsored a bill?

They can only make d law for the federal government, it cannot be binding on States, since we are nt running a unitary government.

I honestly think this is commendable looking at the time it took Buhari to appoint his Ministers knowing that the Various Ministries were more like not functioning then.. ..some of the economic problems now were as a result of Buhari actions and inactions in appointing Ministers late as most business owners(local and foreign) were left confused for too long as regards the economic policies of the government.

They should also think of bringing a bill that will compel the President to appoint technocrats in some ministries if not all.. ..Power, Works, Spot, Education, etc.

It is not misplaced.part of our poor economics realities is how long Buhari took to appoint his minister. If the constitution is changed, subsequent govt will.appoint within a time frame.
In osun state, the governor has refused to appoint commissioner. He alone can't work.. accountability will be lost

You do not require a constitutional amendment for this. Any president or Governor with half a brain knows that he needs to appoint his cabinet in the shortest time possible...unfortunately last year, a president who didn't meet this criterion was voted in. As a frame of reference, a supposed joker like Trump already has already selected key personnel and he hasn't even been sworn-in. Wetin day pain me pass be say after the long wait, and all the talk about screening for saints...

If it were to be where masses will suffer they will be comparing us to u.s. Why can't you people emulate them in this one. Trump has begun appointing cabinet while he is yet to be sworn in. Please reduce the time it too much if possible before inaugration

Just that in Nigeria our leaders are not serious, if not what why wouldn't a president assemble a team a month after winning election? If people really mean well for the country, they'll have their plans and executing squad ready to take over as soon as possible.

Makes sense. A working Democracy like the US has Trump, a president elect appointing people into his cabinet already but Mr Bubu who sought for the office four good times had to wait nearly a year to constitute his cabinet. In the end, look at what we have to deal with huh. A redberet wearing joke of a sport minister, that of agric who says we consume too much rice, a mediocre finance minister, and even Fash who has really fallen my hand with below par perfomance.

Donald Trump has made more than half his appointment even though
his inauguration is still about two months away.

Our empty headed dunce from Daura waited 6 months and plunged
the country into deep recession.

Not that his rival even contested the outcome of the election. In fact, his rival accepted
the outcome and even congratulated him before the final announcements of the results.

He had a very peaceful handover and a non-effective opposition. He had all the time to set up his
govt but No! he kept whinning and whinning and whinning until he pushed the country into deep recession
