Not true.... it means supply is not enough. If supplies are enough, you can't buy and resell . Period
In Any case, what is govt business in seeing rice ? Instead to give loans to private to do rice business or engage private partners for a long term measure.

the initiative between Kebbi, and Lagos state started few months ago, and it's already yielding fruits, the farmers even produced more than is expected...
