Yes, you will but make sure you make ur transcript available after the test. I mean, make sure you send it to FSB HQ after the test

For Ukraine scholars, 20 candidates are picked, which implies that 3 people are picked from each geo political states of Nigeria.
For Morroco, 20 are selected.
For Algeria & Egypt, 15 are selected respectively.
Cuba, Romania, Mexico, Serbia takes 5 applicants each.
My advice is that you chose Russia because they take more scholars.

Sorry for getting back to you a little late. I was offline through out yesterday due to flat battery.

If I should go with what I observed last year, It will amount to automatic disqualification for not having discharge certificate.

He should try sha if the venue of the interview is not far from him and considering cost. Who knows, he might be favored by being considered irrespective of lack of that document.
