Risk Caution Allowance (RCA) Over 63 Security Personnel Refused Pay for No Reason at The State House Annex Doddan Barracks, Lagos .
This is to bring to your esteem notice of wrong doings and rumblings that are going on at the state house over the above mentioned subject matter, as you have visited Lagos for a 1 -day official visit, to commission a Nigerian Naval ship beginning from 15th December, 2016.It should be recalled that about 35 police men and DSS men provided security, alongside five senior police officers from the State House Annexe, Doddan Barracks Lagos. We seize this opportunity to commend you for approving good security allowances for the security operatives of the presidential villas through a harmonized payment policy against the backgrounds of unstructured allowances regimes, of former President Goodluck Jonathan’s regime for cops were short-changed with impunity -#50000 approved, cops only received #25000.

One continues to wonder if, the “change agenda” of APC government is to give discriminatory treatments to two sets of people doing the same work! The much –talked about jumbo pay insightfully approved by Mr President Mohammed Buhari is only being enjoyed by only those in the Aso Rock Presidential Villa Abuja, while those of State House Doddan Barracks Lagos are not accorded same treatment. The RCA payment regime has not fared recently as operatives in the villa were not all privilege to receive full payment –some receive half payment; some receive full payment, even those in Lagos were not paid at all.
It is regrettable that while your administration is making the best use of limited national resources to make everyone one happy in the period of economic recession, some people are there frustrating your strenuous efforts for God-knows reasons. The greatest concern here is that this has the tendency to demoralize the villa security operatives among which are the over 63 police officers. This is a bold-official malfeasance that has reached it’s peak, if could be practiced and tolerated at your own doorstep.

To go into specifics, first, some personnel were maliciously tagged as “PDP Security Agency” whose tenure expired with former President Goodluck Jonathan were paid #75,000 each,but were not subjected to either transfer signal or replacement.
Second, 400 people were reportedly mobilized in few states such as Katsina, Jigawa, Kano, Sokoto, Kebbi, and Adamawa recently and each candidate reportedly had to part with #70,000 as bribes, so they could be posted to the villas. The purported purpose of recruitment was to replace those that were underpaid.Moreso, not all the recruits got #70000 meant for mobilization .Why were North-Central, South-South, South-West, and South-East forgotten? Your Excellency, this we believe is against your anti-corruption spirit and stand. This must be investigated! The office of Chief Principal Security Officer (CPSO) is a duplication of the role of the Commanding Officer of the Presidential Villa security. This can be adduced from the fact that there is no history of checking or complimenting the activities of the commanding officer. This create bureaucratic bottle necks since the two offices are asserting themselves on the same responsibilities. This must be reviewed.

Third, the Police Mobile Force (PMF) in the villa is an outfit whose leadership is driven by sentiment rather than objective goals of providing security for the state house. This could be seen in a dubious scheme of narrowing the well-intentioned RCA, where the allowance is stylishly being enjoyed by officers from ASP rank to the rank of commissioner, in addition to other jumbo allowances, while the lower cadre is subject to many untenable excuses for non-payment. The policy criteria for payment of R.C.A is not yet on the open shelf of information to all officers and men of the force. Are these groups of people promoting your anti-corruption policy? Whenever lists of beneficiaries for this allowances (RCA) are submitted, many people on the list will not be paid without courtesy of feedbacks. The nominal roll was skewed in favour of Abuja; 63 personnel in Lagos seem to be forgotten. The problem stems from the review of the State House security nominal role from 1000 to 800; finally to 600 personell.This against the background of 470 Mopol/police personnel that was the original nominal role.
Fourth, to wind up this call Mr President, let consider this scenario. Essential commodities shared as welfare for season was distributed to security personnel of the villa for the Christmas celebration ,between 22nd and 24th December 2016.The operatives of the State House Lagos Annexe were all given bags of rice, vegetable oil etc as given those in Abuja. Then, why is the RCA different that only Abuja operatives are paid?

By and large, all these alleged malfeasance and travesties will not be addressed if critical security officers of the Presidential Villas are not called to help with information. The DCP Chief Principal Staff Officer(CPSO),Squadron Commander Abdullahi Dauda;the CP Presidential Vehicle Monitoring,DCP Sikiru Akande can help with information.
Finally, Your Excellency, we pray you cause this matter to be investigated without minimum delay to avoid untoward behaviours among the villa security operatives for the purpose of achieving optimal performance.
