Lagos State Governor, Mr. Akinwunmi Ambode on Wednesday said the quest by the country to achieve energy security can no longer be left for the Federal Government to address alone, just as he revealed plans by the State to attain 24-hour power supply through generation of 3000megawatts of electricity by 2022.


Speaking at Lagos House in Ikeja after receiving the report of the Embedded Power Technical Committee constituted by the State Government with representatives from the public and private sector, Governor Ambode said while the Federal Government continues in its efforts to resolve the power crisis, the sustainable solution going forward would be the pulling together of commitment and resources of all stakeholders in the power value chain.


While explaining the rationale behind the embedded power initiative of the State Government, Governor Ambode said the major bane of the power situation in the country has always been with transmission, adding that the initiative was designed to permanently resolve power crisis in the State and by extension in the country.


He said: “The reason why we embarked on this initiative is that we believe strongly that if the power problem is solved in Lagos, it is technically solved in the whole of the country and so because Lagos has more or less tested a solution that works, we can scale this up and also address it on a national scale.


“The problem of power in Nigeria is the problem of transmission and that is the truth. Yes, we have generating companies and we have distributing companies and they say power is in the hands of the private sector but we know technically that that is not totally true.

“We also know that transmission is hundred per cent owned by government but we have tested here in Lagos and we have been able to provide 48 kilowatts of power without transmitting it which means that we generate and then distribute.


“So, if that works for 48 kilowatts, can we put Lagos into clusters and actually use embedded power initiative to drive the business of Lagos? That is what this initiative is all about and I want to thank all the stakeholders for submitting their business template into what government sees as the right step to take so that we can join hands together to say in the next two to five years, we can actually power Lagos and then grow our GDP.”


Governor Ambode said the target of the State Government is to generate up to 3,000MW of power through accelerated deployment of various embedded power plants in strategic locations in the State within three to five years.

Out of the 3000MW, the Governor said 350MW would be delivered by Q1 2018, additional 850MW by Q4 2018, and the balance of 1,800MW not later Q3 2022, while the State Government will support the Power Purchase Agreements (PPAs) to be signed between the Distribution Companies and the embedded power providers, to enhance bankability of the projects.


He said the embedded power will be distributed off-grid within Lagos State through the network of Eko and Ikeja Distribution Companies, while the State Government will support the Distribution Companies in upgrading their distribution infrastructure and installation of smart prepaid meters in the areas where embedded power is deployed.

Other areas of collaboration, according to the Governor, would include support for collection, appropriate legislation and enforcement of power theft laws.


Besides, Governor Ambode said his administration will collaborate with operators of oil blocks in the Lagos area to accelerate the extraction of gas feedstocks for power generation, adding that alternative sources of fuel would be explored to sustain uninterrupted power supply in the medium to long term, including partnerships on investments in gas pipeline infrastructure through the State’s owned oil and gas Corporation – Ibile Oil and Gas.


While recalling the success of the Light Up Lagos Project with installation of over 47,000 poles of street lights, and connection of about 67 communities in the Ibeju Lekki axis to national grid after about six years off grid under the rural electrification project, Governor Ambode said another 32 communities in Badagry which have not had access to electricity for over sixteen years would be connected to the grid within the next 21 days.


Responding on behalf of Distribution Companies (DISCOS), Chairman of Eko Distribution Company, Mr. Charles Momoh commended Governor Ambode for the embedded power initiative, saying it was the best thing that has happened to Lagos State in recent times.


He also expressed the confidence of DISCOS in the ability of the Governor to see to the success of the initiative.

Earlier in his remarks, the Commissioner for Energy and Mineral Resources, Mr. Wale Oluwo, said he was confident that the implementation of the report holistically would address electricity problem in the state.

Modified: To those that say the north has more power sources should know that the north only boast of Kainji and Shiroro. We still want them to use those two to better their lots but they won't agree

If Lagos can achieve this feat, Lagos can conveniently feed states like Ogun and Oyo possibly all the Western States. All we need is just 5 major States to have a power station - Lagos - Port Harcourt - Kano - can serve the 3 major regions in Nigeria

Do it ASAP if your serious. Don't take too long like Lagos light rail project. I only wish Akwa-Ibom leaders would be forward thinking. We've been a state since 1987 but we never thought to build a port It's insane. There's also potential to 24 power if they built their own grid.

Not even natural gas supplies most of power. If the capacity is anything to go by. Besides almost all the IPP are in the south anyway.

You really need to get more information on what's going on around you.

So you aren't aware of the law that says any independent power project output must be fed into the national grid.

Its one of the dumb laws from the FG that has discouraged independent power projects.

Powering Lagos Of The Future: The Lagos State Embedded Power Programme

On my resumption of office as Governor of Lagos State, one of the many firm resolves I made was to tackle the structural and administrative issues slowing down our State from realising its full economic potentials. You will agree with me that the problems plaguing the entire power sector value chain in Nigeria has had very negative impact on productivity, sustainable growth and development of the nation.

While the Federal Government continues in its efforts to resolve the power crisis, it has become clear that the problems in the Energy Sector can no longer be left to the Federal Government alone to solve. The sustainable solution going forward is one that pools together the commitment and resources of ALL stakeholders in the power value chain.

In this regard, and in fulfillment of my election promise to create an enabling environment for people and businesses to thrive in Lagos State, our government initiated the Light Up Lagos programme as a platform to drive sustainable intervention in the following areas:
1.Street Lighting – To improve illumination, aesthetics, night economy and security in the state.This isbeing relentlessly pursued, with over 47,000 poles of street lights under concession for effective management and optimum performance.
2.Rural electrification – To improve grid and off grid power to communities. In this regard, about 67communities in the IbejuLekki axis were connected to the grid in March 2016 after about six years off grid. Another 32 communities in Badagry have not had access to electricity for over sixteen (16) years. We have been working around the clock and I am delighted to inform you that the communities will be connected to the grid within the next 21 days.
3.Embedded Power – To work with stakeholders towards achieving a 24-hour power for Lagos.

The overall objective of our power intervention programme is to ensure ENERGY SECURITY for Lagos State, by implementing the following:
•Generate up to3,000MW ofpower through accelerated deployment of various Embedded powerplants in strategic locations in the State within 3 to 7 years. It is planned that 350MW of this incremental power will be delivered by Q1 2018, additional 850MW by Q4 2018, and the balance of 1,800MW not later Q3 2022.The State Government will support the Power Purchase Agreements (PPAs)that will be signed between the Distribution companies and the embedded power providers, to enhance bankability of the projects.

In August 2016, the State’s Ministry of Energy & Mineral Resources presented its findings from the Power Advisory Committee to The State Executive Council and outlined The Roadmap for Powering Lagos of The Future with strategic focus on Embedded Power.

The presentations made where well received by the State Executive Council, leading to the setting up of a Technical Committee to review the Embedded Power proposals and advise the government on its implementation. I thank members of the Technical Committee, which includeGeneral Electric, Siemens, Schneider Electric, Shell Gas, PriceWaterhouseCoopers-PWC, Crisps Capital, Gaslink, Falcon Gas, Eko Distribution Company, Ikeja Electric, Detail Solicitors, Gbolahan Elias & Co, Powertech Limited, Ibile Oil & Gas Corporation, Egbin Power Company, Access Bank, Sparkwest Limited and I-Zap Engineering Services.

I am delighted to receive the report of the Technical Committee on the Lagos State Embedded Power Programme. I have a strong conviction that the wealth of knowledge available within the committee would validate the assumptions and recommendations contained in this report.

It is my hope and belief that the integrated road map contained in your report will deliver to the people of Lagos State an uninterrupted power supply, which will in turn spur economic growth and prosperity.

Let me use this opportunity to thank every member of the Power Advisory Committee, the precursor to laying the solid foundation upon which the Technical Committee was birthed. I would also like to commend them and the State’s Energy Team for putting together this report. I am confident that we can collectively – Government, industry key players and the private sector represented here defeat the most burning challenge facing our State and country, most especially now as Lagos turns 50!

Distinguished ladies and gentlemen, thank you all for your attention.

Where you smoking when you wrote that crap? Aside Kainji & Shiroro dams with the one in kogi, which other hydro or thermal power plant is north producing the 70% energy supply from? The South produces over 80% of the energy used in Nigeria. Egbin, Afam 1 &2, Alaoji, Geometric, Papalanto, Trans Amadi, olorunsogo, Ibom & several others in Delta & Rivers.

2. Fact Check: Tinubu's govt built the first IPP in this country, but I guess you will not know, either you're living in denial or you were in nursery school.

Unfortunately, many are so idiotically focused on the north, to the extent that while they are reviling in hatred, the North is moving on. I mean, the North is silently getting built in infrastructure, Agric and commerce, not to talk of power plants, Idiots down south are busy hating.......

We talk of food sustainability - Dangote has just entered the Rice Market fray to cream of the $2b we waste on import. Before any of us woke up, notherners including the Saudana had bought into the project. In two years time the North will be a net exporter of Rice and imagine if $1b accrue to the North in a year.

Yet some of our brothers down South are either destroying their environment, blowing pipelines and degrading their flora and fauna all in the name of being cheated. Our other brothers picked up the hopeless Biafra crusade, unfortunately the proponents are just interested in lining their pockets
