I think you have it wrong.
For example, a treasury bill is 150,000. The *discount rate* is 10%( for example). So instead of the government borrowing 150,000 from you, they are actually taking 135,000 (10% of 150000 is 15000. 150000-15000 = 135000). After tge 91 days, they give you back your money at the full amount they should have borrowed, 150000. So using the above example, you gained 15000.
Please remember that this is an example. i don't know the rates for different banks. I am not an economics or a xommercial student. I am not an expert. This is just an interpretation of what i know about it.

if you intend to use treasury bills to earn passive income. then your capital has to be huge. and I don't mean even 1million. coz 1million give you 180,000 after 365days. so it's best u take that 150k and startup business.
