Well, both are good for small scale sites and for startups who need to start on a low. A friend uses whogohost and he said they provide good services. I don't know of web4africa. I still rep my hostsleek for now. They are doing fine. https://www.hostsleek.com/clients/?aff=88

I've been using Whogohost for the past seven years. I will advice anyone to just stick with their domain service.

Their hosting service is bug loaded. You will always have bandwidth issue, because they don't have a good spam filter mechanism.
