This analysis is grossly deficient.
Osun and oyo pays half salaries
Ogun pays net salaries without remitting deductions
Its only lagos that has a clean bill.

Which better performance. He pay workers half salary and claimed he has paid all. It is better in Ondo and Oyo because is on record that government is owing them.
Aregbesola paid half salary and erase the balance when market women that workers are owning still have the record of their debt.
