What moral obligation does a country have to help people from other countries because of the melanin content of their skin?

In what conceivable way could Wakanda have ended conflicts in Africa or ended racism across the pond? Except maybe through conquest and imperialism.

Even then who do they side with? Sudan or South Sudan? Mali or the Touareg? Nigeria or ESN or ISWAP? It gets considerably more difficult when you can't visually differentiate the "oppressor" and the "oppressed", doesn't it? Nothing is as black and white as the movie names it seem (no pun intended).
