There is no any recruitment scandal there.... I think towards the end of Jonathans tenure, the then DG DSS, Ita Ekpenyong did similar recruitment with about 75%-80% of those recruited from the southern part of the country.

I even read a news where Buhari campaign team alleged that the boys were recruited to destabilize the 2015 election. They said about 80 people were recruited/selected from is it Akwa Ibom or Cross River....

So it is fair if the cureent DG DSS chooses to bridge the gap created.
