I am particularly interested in the petroleum governance bill. All the other ones are mushroom bills.

Happy NNPC will finally be unbundled. That will bring some efficiency in the national oil company.

Irrelevant action not known to law.

They should have explained that it was mere transmission of the bills to the House of Representatives to enable it either concur with the senate version or pass its own version. If the house pass its own version, then the two bills go to harmonization conference.

It is the harmonized bill that is authenticated and transmitted by the Clerk of the National Assembly (not the clerk of the senate) to the President (not president of senate) for assent.

As can be seen in the first picture, the senate version of the bill is signed by the president of the senate and the clerk of the senate (a subordinate position to the clerk of the National Assembly). Both signatories are not recognized by law in the process of assenting to bills.
