Which bank card is working now?
I try adding Access Card but is not working.
PayPal told me something is wrong with the card, and that I should contact the issuer of the card

You need to activate internet banking first on any of those cards before you can use them. All of the cards work perfectly, it's not even a function of the bank it's powered by MasterCard company with helpnof interswitch.
please how can I activate my MasterCard for internet banking.

Access Bank is the best and cheaper than its counterparts. That's what I use on my PayPal.

The problem is that the present Government ban our card for online transactions. Hence they stopped working. They worked before. But now, they no longer works.

Truth is you can't receive payments with Nigerian paypal, unless a business PayPal and must be from your site.. But if you want a verified PayPal that receives and sends money even without verifying your card call or whatsapp me on 08107128935, I'll show u easy way to verify your card and ID to help you withdraw your funds too, it's working for people too, as i see problem for most people isn't receiving, its withdrawal. To be honest, First bank naira master has been working for me on Paypal nd Fb.

I think something is wrong somewhere, if not, all the banks mentioned above should work perfectly .

Nigerian business paypal works if you verify it but cannot receive funds from a third party. It will only work on your site

Bro, I'm not sure you are speaking from experience?
Otherwise you would have understood that PayPal Nigeria is not yet enabled to receive funds even for site owners.

I have a verified Nigeria business PayPal account integrated into my own site. And going by your explanation, it should work. But I tell you, it can't receive funds.

I try contacting PayPal, and I was told the "Receive Fund" feature is not yet enabled for PayPal Nigeria.

And this was why I asked "how and when?" in my previous reply because its been a while like few months ago since I tried.
