Should you give to the poor, if there are still some members of your family in need?

There are many christians who would give to church, Some will give to strangers, whilst their siblings and relatives are lacking.

Is this right, or scriptural?

Usually, your family member will not be too happy that you are sharing 'their' money with some outsider.

Why give some of your money to outsiders, when your relatives can do better with all that you are able to give them?
